Alexander wishes his brother well in tending his farm since there is a shortage of able-bodied men to work the fields. Alexander then discusses the organization of the Corps of Engineers and Mechanics. He closes by worrying about the possibility of famine in the South during the winter, since the land has been ransacked by soldiers.
