This letter was sent to Major General George Thomas in response to a letter Parkhurst sent to President Andrew Johnson in which he requested the authority to employ six citizen clerks at his headquarters. Parkhurst's request was denied by the War Department because there was no way to pay the new clerks. (Note: this document is a copy of the original letter sent by Edward D. Townsend. The author of the copy signed their name illegibly).
