President Obama speaks to students about higher education and outlines his plan to make college more affordable, including ranking colleges and universities based on affordability and performance. Obama recommends capping debt for students to 10% of their income. Following his remarks he answers questions from the audience in a town hall format. The event is held at the State University of New York, Binghamton, as part of a two-day bus tour through New York and Pennsylvania to promote education policy.
